There is a drill type of looking toll or looks like electric shears that cuts through chains.

If you wanted to steal anything like a bike that was secured by one of those it would be alot quicker and simpler to just use a pair of bolt cutters or a special drill that cuts through chains if you are that type of person that goes around and does that stuff.
