uh i just beat it again with shooting the legs. i shot the leg. then he lets go of the victim then u get like a free shot at the head. simple

uh, maybe some people don't want to do the level over again...that's why. You can't shoot the terrorist in the leg, it has to be a headshot. Everyone has said that, on Veteran you need to shoot him in the head or you will have to re-do the level.
