It's a reversal of the idea behind Superman. In Superman everyone is ordinary, apart from Superman (ordinary seeming Clark Kent). In Bicycle Repairman everyone is dressed as Superman except, when he reveals his secret identity, for the amazing and extraordinary Bicycle Repairman (Michael Palin dressed in overalls). You should now get it and no longer have any genuine excuse not to laugh.
